Потому что первый параметр "%ini_Buttonbar%" - строка. В функцию так и передастся строка %ini_Buttonbar%. Нужно без кавычек:

SwitchIniSect(%ini_Buttonbar%, %sect_Buttonbar% & %lng%, %sect_Buttonbar%)


или, учитывая что это ФЗ, и % не нужны:
