Делаешь bat-файл с текстом:

Code:
ren %1 test.txt


где test.txt - желаемое имя файла.
Перетаскиваешь на панель инструментов.
В параметрах получившейся кнопки пишешь %p%n
Всё. Файл под курсором по нажатию кнопки будет переименован.
