Можно ли сделать, чтоб при перемещении файла с помощью левой кнопки мыши из одной панели в другую, файл не копировался, а перемещался. И, чтоб по комбинации Shift-левая кнопка мыши - файл копировался.

Нет. Но можно вместо шифта зажимать правую кнопку мыши.

Или перетаскивать, держа нажатыми обе кнопки. Подробнее описано в справке.
