В 9.51RC2 просматриваю .HTML-файл встроенным Lister-ом. После нажатия клавиши 8 (Предпросмотр Проводником) переход клавишами (1,2...7) в другие режимы просмотра невозможен, только клавишами или мышкой через меню. БАГ?

Вынужденное ограничение TC 9.5x из-за специфики данного режима. См. здесь и здесь.

А листер можно заставить\научить включать режим "8 Explorer Preview" СРАЗУ для .html файлов?

...в настройках листера, понял.

Исправлено в 9.51 RC 6. Горячие клавиши работают, тему можно закрывать.
